Ads come last, not first.
Every business that tells me marketing doesn't work for them has the same story. They paid somebody to run ads while their Google listing was empty and their reviews had stopped.
The clicks arrived. People looked the business up, found nothing that reassured them, and went elsewhere. The ads didn't fail. They pointed at a hole.
So I'd rather do the free work first and have you spend nothing. Once the listing's solid and reviews are moving, ads start paying, because now there's something worth landing on.

How much should I put behind it?
Enough to learn something, which locally is usually ten to twenty pounds a day for a month. Less than that and you're guessing.
Is it included in the monthly?
Ads are in Monthly plus at £450 a month. The ad spend itself is separate and you pay it direct.
Google or Facebook?
Depends what you sell. Urgent things suit Google, because people are searching right then. Things people didn't know they wanted suit Facebook, because they see a photo and realise.
